Have your say on Council's waste management business model

Noosa Council is reviewing its waste management business model to ensure it complies with National Competition Policy reforms.

Council’s Corporate Services Director Michael Shave said residents could have a say as part of a Public Benefit Assessment (PBA) now underway.

“State government legislation requires councils to conduct Public Benefit Assessments (PBA) on financially significant business activities, to determine the appropriate business structure to apply,” he said.

“Under the competitive neutrality principle, the public sector, when conducting a business activity in competition with the private sector, should not enjoy a net advantage.”

Mr Shave said Council must review its current business model and decide which structural reforms would best apply the competitive neutrality principle.

“That could be that we either continue with full cost pricing or establish a Council commercial business unit,” he said.

“Sunshine Coast Council undertook a PBA for the regional waste management business in 2010 and decided on full cost pricing reform. Noosa Council has continued to apply full cost pricing to its waste management business since de-amalgamation in 2014,” he said.
